Full Biography

Mr. Belo is a PhD candidate and SSHRC Doctoral Fellow in international conflict management and resolution at The Norman Paterson School of International Affairs, Carleton University in Ottawa. His research focuses on gray-zone conflicts, hybrid warfare, the evolution of NATO鈥揜ussia relations, conflict mediation, ethnic conflict, and nationalism in the post-Soviet region. Mr. Belo was the editor in chief of the Paterson Review of International Af颅fairs Journal and worked as an analyst for the Government of Canada.

Among other places, he was invited to present his research at the U.S Army Judge Advocate General鈥檚 Legal Center and School, University of Pennsylvania Law School Center for Ethics and the Rule of Law, Columbia University Harriman Institute, the Global Centre for Pluralism (Ottawa), and the European Commission. Several of his publications were used to inform policy development at Global Affairs Canada in relation to the conflict in Ukraine. His recent publications, among others, include 鈥淣on-State Actors and Conflict Management in an Era of Gray-zone Conflict鈥 in The Routledge Handbook of Peace, Security, and Development (Ed. Hampson et al.); 鈥淐onflict in the Absence of War: A Comparative Analysis of China and Russia Engagement in Gray Zone Conflicts鈥 in the Canadian Foreign Policy Journal (CFPJ); 鈥淕ray Zone Media颅tion in the Ukraine Crisis: Comparing Crimea and Donbas鈥 in the Handbook on Mediating International Crises (Ed. Wilkenfeld et al.); and 鈥淲ar鈥檚 Future: The Risks and Rewards of Gray Zone Conflict and Hybrid Warfare鈥 for the Canadian Global Affairs Institute (CGAI).
