Rohullah Osmani

Full Biography

Rohullah Osmani specializes in governance and economic growth, regional economic cooperation, private sector development, workforce development, and large-scale system changes in developing and transitioning countries. Rohullah has twenty years of international affairs experience in over 20 countries, with proven track record of managing medium to large-size donor programs with budget of over $1 billion across multiple economic growth and governance sectors. He has led major initiatives, including multimillion-dollar institutional reform portfolio in post-September 11 US efforts. Most recently, he provided technical leadership for USAID programs in the Caucasus, Central and South Asia, and the Middle East, focusing on building inclusive institutions, promoting private sector investment, trade diversification, youth and workforce development. He previously served as the strategic partnership lead and subject matter expert for South-Central Asia at the Asian Development Bank in North America. From 2015 to 2022, he was a Visiting Scholar at Johns Hopkins University's School of Advanced International Studies (SAIS), researching institutional reform to enhance long term growth and regional integration in South-Central Asia and the role of the US and Japan. His articles have been published in Foreign Policy, Foreign Affairs, The Diplomat, The National Interest, SAIS Review, and Central Asia and Caucasus Journal, among others. He holds a master鈥檚 degree in international public policy from The Johns Hopkins University, SAIS, and a bachelor鈥檚 in business administration.
