JOAQUIM DAVID MINISTER OF INDUSTRY OF THE REPUBLIC OF ANGOLA ANGOLA DAY Excellencies Ladies and Gentlemen I am very pleased to be associated with this event, as part of the events celebrating Angola Day in Washington. I am confident that the planned activities will not only contribute to a better knowledge of the current political and economic reality in Angola, but also strengthen the bilateral ties between the United States of America and Angola. As you all know, Angola today enjoys a unique moment in its history. Following a bloody armed conflict that left deep scars in its productive and human structure Angolans successfully found in 2002 the path that led to Peace and Security: two fundamental requirements for sustained development. Thus, the context has been established to continuously build on a solid foundation a democratic state of law and a strong and developed economy in Angola. As I speak, a voter registration process is ongoing in Angola aimed at holding the second legislative elections in our countrys history. The legislative elections, scheduled for 2008, and the presidential voting, expected for 2009, will renew the legitimacy of the institutions of State power and, therefore, strengthen cohesion and national reconciliation. This way, Angolans can feel proud of having been able to give Africa and the world over, an example of tolerance and patriotism, in a continent where pockets of political instability still persist. Peace has created, without a shed of doubt, a new environment upon which economic reform have been implemented. This is a process that has been going on since the 80s, one that is geared toward laying the ground for a sustained development. For the Angolan government, the sustained development consists of various components. Chief among these are, a) robust economic growth to rates higher than population growth; b) lasting employment gains, as a privileged approach for people to earn income; c) social justice, through equal opportunities for all citizenry, without discrimination, and by way of a fair distribution of the national revenue; and d) environment-friendly policies, as a means to achieve a fair balance between the interests of todays generation and tomorrows. As a result of both the new framework of Peace and Stability, and an improved economic policy and its key instruments, economic growth has been very strong in the years subsequent to 2002. Therefore, the calculated real variation of the Gross Domestic Product (GDP), between 2002 and 2006, was estimated at 89.6%. Therefore, in just five years, GDP almost doubled, which translates into an annual average rate of GDP variation of 13,6%. And, while it is true that this notable growth was triggered, mainly, by a strong and dynamic mining economy, and by the oil sector, in particular, it is equally true that today we witness a recovery in the non-mining economy. Here, such sectors as agriculture, fisheries, processing industry, energy, water, civil construction, and services recorded an annual growth rate of 10% in average. As an outcome of this excellent economic performance, GDP per capita a clear indicator in the overall living standards was about $ 2,565 at the current prices, in 2006, as opposed to $ 1,984, in 2005, which represented a 29,2% increase relative to 2005. Real average income growth among Angolans was estimated at 15,3%, for a demographic growth rate of 2,9%. Although economic theory suggests a trade-off between economic growth and stability, growth in Angola has occurred without inflicting suffering on stability. Therefore, the decreasing trend of inflation rate has been reinforced from 76,5% in 2003 to 31% in 2004, and from 18,5% in 2005 down to 12,2% last year. For this year, the projected annual inflation remains at 12%, representing a common sense commitment between growth and economic stability. Moreover, the times of chronic instability of our currency, the Kwanza, are something of the past. The Angolan Central Bank maintains a fluctuation policy of the currency in the exchange market, its value being stable today compared to the main currencies. In fact, a slight appreciation of our currency relative to the US dollar has been recorded. The national currency stability has made it possible to modernize and diversify the financial system, in its role to bring in savings and investors, a phenomenon that has led to gains for corporations and households. Legislation on capital market and non-banking institutions has been passed. These include funds and investment partnerships, leasing, factoring and risk capital, as well as discount houses. In terms of employment which, as we all know, is an economic variable reflecting the domestic economic level of integration and one of the factors guaranteeing national reconciliation , unemployment rate was estimated at 25% in 2006. This was indeed lower than the 29% rate recorded in 2005. As a result of the efforts aimed at integrating the informal economy into the formal economy through a reduction in administrative red tape and fiscal redressing on the one hand; and, due to efforts aimed at diversifying the economy, so that non-mining economy, which is labor intensive, acquire greater leverage in GDP structure, on the other , we believe that unemployment rate, which we recognize it is still high, in absolute terms, will continue to fall for years to come. Despite real growth in average income among Angolans, estimated at 15% in 2005, the Angolan Government understands that efforts must continue towards a fairer and less imbalanced distribution of the national income, in order to cut down on poverty rates. If we combine real economic growth with the decreasing trend in inflation rate, as I expounded earlier, public investment in the social sector and social inclusion policies enshrined in the General Government Program, it is estimated that the poverty rate can be reduced by 50% which, although high, it is, nevertheless, an improvement compared to last years recorded 56% rate. Excellencies Ladies and Gentlemen The abovementioned indicators show that the Angolan economy is in steady growth. Contributing to this growth has also been the Government-run program designed to rehabilitate the infrastructure destroyed during the War. In order to improve the living standards among the people and streamline the private investment, roads, bridges, railroads, energy generating systems, and water are being recovered. At the same time, programs intended to modernize the ports, airports, and telecommunication systems will remain at the forefront. This is the only way we will be able to have a modern and competitive economy; this is how famine, poverty, illiteracy, and diseases will be eradicated, in a sustained manner. The financial effort necessary to carry through these tasks is so huge that Angola could not do it all by itself. Therefore, the technical and financial cooperation with the Republic China and other countries joining in the effort has been a great benefit. The end of the red-tape in the economic life and the improvement of the business climate are other measures that will help promote greater economic and social growth, because they offer greater private, national and foreign investment. At this occasion, I would like to firmly call upon American investors to take advantage of the current political and economic climate in Angola, by partnering with Angolan businesses, and help Angolans in the process of building a democratic, modern, and prosperous society. Estou certo de que os actos programados contribuiro para um melhor conhecimento da actual realidade poltica e econmica de Angola e para o reforo das relaes bilaterais entre os Estados Unidos e Angola. Como do conhecimento de todos, Angola vive, hoje, um momento singular da sua histria. Aps um conflito armado sangrento, que deixou marcas profundas nos seus tecidos produtivo e humano, os Angolanos, em 2002, foram capazes de encontrar os caminhos que os conduziram Paz e Segurana, condies essenciais para um desenvolvimento sustentado. Est, assim, criado o contexto para a continuao da edificao, em bases mais slidas, de um estado de direito democrtico e de uma economia forte e desenvolvida, em Angola. Neste momento, decorre, em todo o pas, o processo de registo eleitoral com vista realizao, no prximo ano, das segundas eleies legislativas da histria de Angola. As eleies legislativas, previstas para 2008, e as presidenciais, que devero realizar-se em 2009, vo renovar a legitimidade dos rgos do poder de Estado e, deste modo, reforar a coeso e a reconciliao nacional. Os angolanos podem, assim, orgulhar-se de terem podido dar, frica e ao mundo, um exemplo de tolerncia e patriotismo, num continente onde ainda persistem focos de instabilidade poltica. A Paz criou, sem dvidas, um novo ambiente para a implementao das reformas econmicas, em curso desde a dcada de oitenta, para a edificao das bases de um desenvolvimento sustentado. Para o Governo Angolano, o desenvolvimento sustentado tem vrias componentes, de que destacamos: crescimento econmico robusto, a taxas superiores s do crescimento da populao; oportunidades duradoiras de emprego (lasting employment gains), como meio privilegiado de obteno de rendimentos por parte da populao; justia social, atravs da igualdade de oportunidades para todos os cidados, sem qualquer distino, e atravs de uma distribuio justa do rendimento nacional; e polticas amigas do meio ambiente, como meio de obter um equilbrio justo entre os interesses das geraes actuais e das geraes vindouras. Como reflexo do novo quadro de Paz e Estabilidade, e do aperfeioamento da sua poltica econmica e dos seus principais instrumentos, o crescimento econmico tem sido muito forte, depois de 2002. Assim, a variao real acumulada do Produto Interno Bruto (PIB), entre 2002 e 2006, foi de 89,6%. Assim, em apenas cinco anos, o PIB quase foi multiplicado por dois, o que traduz uma taxa mdia anual de variao do PIB de 13,6%. E se verdade que este crescimento notvel foi induzido, sobretudo, pela forte dinmica da economia mineral, e do sector petrolfero, em particular, tambm verdade que se assiste, hoje, a uma recuperao da economia no mineral, tendo os sectores da agricultura, pescas, indstria transformadora, energia, gua, construo civil e servios registado uma taxa mdia anual de crescimento de 10%. Como corolrio desta boa perfomance da economia, o PIB por habitante, aferidor sinttico do nvel geral das condies de vida, foi cerca de USD 2.565 a preos correntes, em 2006, contra USD 1.984, em 2005, o que representou um incremento de 29,2%, relativamente a 2005. O crescimento real da renda mdia dos angolanos cifrou-se, em 2006, em 15,3%, para uma taxa de crescimento demogrfico de 2,9%. Embora a teoria econmica sustente que h um trade-off entre crescimento econmico e estabilidade, em Angola, o crescimento tem-se verificado sem prejuzo da estabilidade. Assim, tem-se reforado a tendncia decrescente da taxa de inflao, que se situou, em 2003 em 76,5%, 31%, em 2004, 18,5%, em 2005, e 12,2%, no ano passado. Para este ano, a meta de inflao anual continua a ser de 12%, que representa um compromisso sensato entre crescimento e estabilidade econmica. Por outro lado, os tempos de instabilidade crnica da nossa moeda, o kwanza, pertencem ao passado. O Banco Central de Angola mantm uma poltica de flutuao da moeda no mercado de cmbios e o seu valor , hoje, estvel, em relao s principais moedas, tendo-se, mesmo, verificado uma ligeira apreciao da nossa moeda em relao ao dlar dos EUA. A estabilidade da moeda nacional tornou possvel a modernizao e a diversificao do sistema financeiro, na sua funo aproximar detentores de poupanas e investidores, com ganhos para as empresas e as famlias. Foi j aprovada legislao relativa ao mercado de capitais e sobre as instituies financeiras no bancrias, tais como fundos e sociedades de investimento, sociedades de leasing, factoring e de capital de risco, bem como discount houses. Em termos de emprego --que , como sabemos, uma varivel econmica que reflecte o nvel de integrao econmica interna e uma das garantias da reconciliao nacional--, a taxa de desemprego situou-se, em 2006, em 25%, inferior taxa de 29%, verificada em 2005. Como resultado, por um lado, dos esforos de integrao da economia informal na economia formal, atravs de medidas de desburocratizao administrativa e desagravamento fiscal; e, por outro, dos esforos de diversificao da economia, para que a economia no mineral, que faz apelo a mo-de-obra intensiva, tenha um maior peso na estrutura do PIB, acreditamos que a taxa de desemprego, que reconhecemos ser ainda elevada, em termos absolutos, continue a baixar, nos prximos anos. Apesar do crescimento real da renda mdia dos angolanos, que se cifrou em 15%, em 2006, O Governo Angolano est consciente de que devem prosseguir os esforos para uma distribuio mais justa e menos assimtrica do rendimento nacional, de molde a reduzir os ndices de pobreza. Se conjugarmos o crescimento real da economia, com a tendncia decrescente da taxa de inflao, j supra explicitada, os investimentos pblicos na rea social e as polticas de incluso social constantes do Programa Geral do Governo, estima-se que a taxa de pobreza se tenha reduzido para 50% que, sendo elevada, representa, todavia, uma melhoria quando comparada com a taxa de 56%, verificada no ano passado. Excelncias Minhas Senhoras Meus Senhores Os indicadores, que supra apresentmos, revelam que a economia angolana est em franco crescimento. Para tal tem contribudo igualmente o programa de reabilitao das Infra-estruturas destrudas durante a guerra que o Governo leva a cabo de momento. Efectivamente, como forma de melhorar as condies de vida das populaes e catalisar o investimento privado, estradas, pontes, vias-frreas, sistemas de gerao de energia e gua esto a ser recuperados. Do mesmo modo, vo continuar os programas para a modernizao de portos, aeroportos e sistemas de telecomunicaes. S desta forma poderemos ter uma economia moderna e competitiva e se erradicar, de forma sustentada, a fome, a pobreza, o analfabetismo e a doena. O esforo financeiro necessrio para levar a cabo estas tarefas de tal forma elevado, que Angola no poderia sozinha lev-lo a cabo. Tem por isso constitudo um benefcio a cooperao tcnica e financeira com a Repblica da China e com outros pases que a isso se tm juntado. A desburocratizao da vida econmica e a melhoria do clima de negcios so outras medidas que induziro maior crescimento econmico e social por propiciarem maior investimento privado, nacional e estrangeiro. Gostaramos de dirigir, nesta ocasio, um veemente apelo aos investidores americanos para que, em parceria com os empresrios angolanos, tirem proveito do actual clima poltico e econmico prevalecente em Angola e ajudem, deste modo, os angolanos no processo de edificao de uma sociedade democrtica, moderna e prspera.
